MARHOLM ANNUAL PARISH COUNCIL MEETING

MINUTES OF MEETING HELD ON 13th FEBRUARY 2016

COMMENCED AT 7.05PM AND FINISHED AT 8.15PM

1. Minutes of the last meetings

The minutes for the last Parish Council Meeting on 19th November 2015 were agreed and signed as a true record of this meeting

2. Matters arising from the last minutes

  • Update on traffic calming proposal – Steve Shaw sent some photos of designs for the Village Gateway. MPC has now agreed design and will get Steve to proceed.
  • Layby outside the Fitzwilliam Arms – No reply from either the landlord or Vintage Inns head office, which is very poor. A new landlord is expected shortly, so it will be raised with them as matter of urgency.
  • Village communication list – electoral roll list has been used to identify households that are not on email – carried forward – Tim Hawkins
  • Asset of Community Value – the MPC is on the process of registering the village hall – Gillian Haythornthwaite

3. MPC Finances

  • The Financial Statement up to 31st January 2016 of the financial the year ended 31st March 2016 was reviewed:

4. Planning Applications

  • Rectory House – Replacement of a old wooden fence with a stone wall. MPC did not have any comments to make on this application and considered that this would be an improvement to what is there currently.
  • Rectory House – Removal of a Pine Tree. MPC did not have any comments to make on this application.
  • Castor Development – the MPC reviewed the maps indicating the areas under consideration for development. I
    • It was agreed that the MPC should get involved in the Castor and Ailsworth meetings to discuss the plans and consider the effect any development may have on Marholm
    • This should be the main topic at the Annual Village Meeting on 14th April 2016.
  • 17 Castor Road – This has now been approved on Appeal. Mr & Mrs Flantz has provided further information to discharge a number of conditions. Further investigation required to understand what these are – Gillian Haythornthwaite

5. Village Projects

  • Village Gateway – as above – Gillian Haythornthwaite.
  • Defibrillator and cabinet are now installed.
    • Signage will be put up around the village shortly – Sue Welch
    • Awareness day is being organised in March / April - Sue Welch

6. Parish Liaison Group and Scrutiny Commission

  • Parish Liaison Group is continuing:
    • The Parish Charter has now been adopted by the PCC
    • Definitive Public Pathways  - circulate the consultation document and discuss at next meeting – Gillian Haythornthwaite
  • Scrutiny Committee is being disbanded

7. Annual Village Meeting

  • Agree that there would not be a survey this year as the MPC is still working on the action plan from last year.
  • Castor Development will be one item to get feedback from the village
  • Agenda to be discussed at next meeting

8. AOB

  • Land Dyke Trust to be invited to the next meeting - Sue Welch
  • Concern has been raised about the verges on Walton Road being churned up by parked cars.
